"Et New York découvrit la Tolérance zéro…”
Didier Reynders, ministre MR des Affaires étrangères et qui se verrait bien ministre-président de la Région bruxelloise, a, suite aux émeutes/explosions de joie (barrez la mention inutile) autour de la Bourse de Bruxelles, remis au goût du jour l'expression " Tolérance zéro ".
Le concept est ancien. Selon Wikipedia, "ce sont les universitaires James Wilson et Georges Kelling dans la revue américaine The Atlantic Monthly en 1982 qui définirent les premiers cette théorie sous ce nom reprenant un terme utilisé en 1973 pour une loi au New Jersey".
En 1992, le maire de New York, Rudolph Giuliani, va le mettre en pratique, suivi par d'autres villes américaines comme Baltimore.
La formule utilise la métaphore de la vitre cassée. Imaginez un bâtiment public, par exemple une école, dont la vitre est brisée. Par effet domino, une autre est brisée parce que les vandales se croient tout permis. Le sentiment d'insécurité croît en proportion des déprédations, comme c'est le cas avec les Tags par exemple.
La Tolérance zéro consiste à appliquer une peine rapide et radicale aux délinquants à la moindre infraction. Le délai entre la constatation du délit ou du crime et la peine est réduit au minimum et la prison ferme attend le délinquant. L'idée est qu'aucune infraction, si petite soit-elle, n'est tolérable.
Cette philosophie vise essentiellement la petite et moyenne délinquance, la plus visible et la plus dommageable à l'ordre public (les criminels en col blanc qui volent des milliards type Bernard Madoff ne menacent pas physiquement les passants).
Lorsqu'elle est mise en oeuvre à New York, la ville-monde ne ressemble évidemment pas à Bruxelles dans la mesure où il y règne une insécurité drastique qui fait de la Grosse Pomme un véritable coupe-gorge. Bruxelles, malgré des quartiers mal famés et qui font peur (on pense aux alentours de la Gare du Nord) n'a pas ce profil et fait office de capitale de cocagne.
Les résultats de la Tolérance zéro à New York sont néanmoins spectaculaires. Selon le New York Times, entre 1990 et 2009, le nombre de meurtres annuels y aurait baissé de 2.245 à 461. Cette année-là, certains jours, "personne n'est tué à New York", souligne le prestigieux quotidien. Et vous pouvez désormais laisser votre sac à main sur un banc public sans surveillance à Manhattan puisqu'entre 1992 et 1999 on constate une baisse de 62,5 % pour les vols à la tire et de 68 % pour les vols de voiture ainsi que 62 % pour les cambriolages et même 36 % pour les viols.
Certains auteurs libéraux estiment toutefois que la prospérité new-yorkaise revenue et la fin du trafic de cracks ont pu influencer ces améliorations au moins autant si pas plus que la Tolérance zéro. Certaines villes américaines connaissent d'ailleurs un déclin comparable sans ce type de politiques.
Maintenant que cette expression à fait florès (on en parle pour tout et n'importe quoi), le concept lui-même peut-il être appliqué à Bruxelles ?
Des transports de joie liés au football qui se transforment en violence inacceptable jusqu'à terroriser tout un quartier constituent-ils une délinquance "traditionnelle" susceptible de se voir appliquer l'un ou l'autre tribunal des flagrants délits et de la prison ferme immédiate ?
Ici même, Alain Destexhe propose, à juste titre, outre la fusion des zones de police, l'utilisation, comme dans les grandes villes nord-américaines, de statistiques en temps réel type COMPSTAT.
La première chose est, comme le souligne Béatrice Delvaux, éditorialiste en chef du Soir, dans son édito du 17 novembre de savoir exactement quel est le profil des émeutiers. "Qui a cassé et incendié samedi soir, pour quelle raison ? Qui a défié la police mercredi après-midi et dans quelle intention ? Personne ne peut, aujourd'hui, répondre à ces questions."
La deuxième chose est de sortir du déni actuel qui consiste à accorder automatiquement le bénéfice du doute aux jeunes immigrés ou enfants d'immigrés sous prétexte qu'ils sont discriminés à la naissance.
Une fois le profil des émeutiers circonscrit, quelques mois à l'ombre pourraient les faire réfléchir. Mais il faudrait déjà faire baisser la surpopulation carcérale (c'est en train). L'application réelle des peines de faible intensité pourrait déjà être un début (les peines "légères" de quelques mois sont rarement appliquées, celles de moins de deux ans sont problématiques et il faut parfois deux à trois ans si pas plus pour être jugé). Renforcer la présence policière (il manque selon le bourgmestre de Bruxelles 400 agents dans la capitale, dont 200 dans la zone Bruxelles-Capitale-Ixelles) peut avoir un effet dissuasif et permet d'arrêter plus vite l'hémorragie. On a pu constater que la veille des militaires armés, dont le but, anti-terroriste, était tout autre, a fait baisser de 30% les taux de délinquance.
Encore faut-il faire le pari que délinquants et émeutiers sont liés. Conclusion : si tout est préférable à l'impunité actuelle, la Tolérance zéro prônée par le gouvernement ne sera pas si évidente à mettre en oeuvre dans le contexte. En termes d'efficacité, Bruxelles n'est, hélas, pas New York. Et ce que veulent les Bruxellois, c'est "plus jamais ça".

Last week, after the [Moroccan] riots—or “explosions of joy” if you wish—near the Brussels Stock Exchange, he offered us a flavor-of-the-day expression: "Tolérance zéro.”
It’s an old idea. According to Wikipedia (français), “It was academics James Wilson and Georges Kelling, writing in the American magazine The Atlantic Monthly in 1982, who first generated the theory under this name, containing a term used in 1973 for a law in New Jersey.”
In 1992, the mayor of New York, Rudolph Giuliani, put it into practice. New York was soon followed by such other American cities as Baltimore.
The formula uses the metaphor of the broken window. Imagine a public building, for example a school, where the window glass is broken. By domino effect, another window is broken because the vandals feel everything is allowed. A feeling of insecurity keeps growing in proportion to these depredations, as happens with graffiti “tags,” for example.
Zero-tolerance means applying punishment rapidly and radically for lesser offenses. The delay between the identification of the crime and sentencing is reduced to a minimum, and the prison farm awaits the offender. The idea is that no offense, however small it is, is tolerable.
This philosophy is essentially that it’s the small, average delinquencies which are most visible and most harmful to public order. (White-collar criminals of the Bernard Madoff type may steal billions but they do not physically threaten the passers-by.)
When it was put to work in New York, that urban world was obviously not like that in today’s Brussels, in the sense of having a drastic insecurity like that which made the Big Apple a real cut-throat environment. Brussels, in spite of its bad and scary neighborhoods (one thinks of the area around Gare de Nord), does not have this kind of urban profile and yet serves as the cocaine capital.
Nevertheless, the results of zero-tolerance in New York have been spectacular. According to the New York Times, between 1990 and 2009, the number of murders there annually fell by 2,245 to 461. In that last year, there were some days when ”not a single person was killed in New York,” the prestigious daily proclaimed. And now you can leave your handbag on a public bench without supervision in Manhattan since between 1992 and 1999 there has been a decrease of 62.5% for pickpocketing, 68% for car thefts, 62% for burglary and even 36 per cent for rape.
Some liberal writers, however, believe that the prosperity of New York and the end of crack trafficking may have influenced these improvements as much, if not more, than zero-tolerance. Moreover some U.S. cities, moreover, have seen a comparable decline without this type of policy.
And now that this expression has flourished in Brussels (where we talk about everything and anything), can the concept itself be applied here?
Are football-related celebrations that turn into unacceptable violence, even to the point of terrorizing an entire neighborhood, a "traditional" crime? One that can be enforced by any court of flagrant offenses, and immediate prison?
In this regard, Alain Destexhe proposes that we merge police districts, and begin utilizing statistics in a real-time COMPSTAT system, as is done in the large North American cities,
But the first thing we need to know, insisted Béatrice Delvaux, editorialist-in-chief of Le Soir, in her editorial of 17 November, is: exactly what is the profile of the rioters? “Who was it smashing and burning Saturday evening, for what reason? Who was it who defied the police Wednesday afternoon and what was the intent? As of today, nobody can respond to these questions."
And the second thing is to get out of the current system of denial, whereby we automatically give the benefit of the doubt to young immigrants or children of immigrants, on the pretext that they have been discriminated against since birth.
Once we’ve drawn up the profile of the rioters, a few months in the shade could make them reflect. But before that, we need a drop in prison overpopulation (it’s in the works). If we actually handed out sentences of low intensity, that might be a good beginning. Right now, sentences of a few months are seldom applied, in fact any sentence of than two years may be dropped or suspended. Often it takes a crime warranting a penalty of two to three years before a culprit actually goes to prison.
Strengthening the police presence can have a deterrent effect and allow us to stop the hemorrhage more quickly. (We have a shortage of 400 agents in the capital, according the burgomaster of Brussels, and this includes 200 in the central district of Brussels-Ixelles.) It’s been observed that having armed military personnel on hand the day before, for anti-terrorism, caused a decrease of 30% in delinquency.
And we need to make the frank assumption that street-crime and rioting are linked. Conclusion: if they’re really serious about ending the current wave of violence through zero-tolerance, the Government will not have a clear and obvious path. In terms of efficacy, Brussels is not, alas, New York. But for the citizens of Brussels, it is really a case of “never again.”

Die Migration nach Österreich wird in den kommenden Jahren doch nicht so rasch ansteigen wie erwartet. Das geht aus der neuen Bevölkerungsprognose der Statistik Austria hervor, die am Donnerstag in Wien präsentiert wurde. Das Jahr 2015 sei ein "Ausnahmejahr" gewesen. Dennoch ist es die Zuwanderung, die langfristig für das heimische Bevölkerungswachstum sorgt.
Bis 2020 wird die Bevölkerung aufgrund der Zuwanderung jährlich um 46.000 Personen wachsen, prognostizierte Konrad Pesendorfer, Generaldirektor der Statistik Austria: "Das Jahr 2015 hat eine Ausnahmesituation dargestellt, die Zuwanderung beginnt sich schneller als von uns ursprünglich erwartet zu normalisieren." 2015 ist die Bevölkerung durch Migration um 113.100 Personen gewachsen, im vergangenen Jahr nur mehr um 64.700 Personen.
Eine große Gruppe der Zuwanderer (neun Prozent) sind Personen, die in Österreich geboren sind. "Sie haben aus beruflichen Gründen oder zum Studium für eine Zeit im Ausland gelebt und ziehen nun zurück", erklärte Alexander Hanika, der die Bevölkerungsprognose erstellt hat. Die Hälfte der internationalen Zuwanderer kommt aus EU- oder EFTA-Ländern. 17 Prozent stammen aus europäischen Drittländern und der Türkei, ein knappes Viertel ist außerhalb Europas geboren. Am mobilsten sind junge Erwachsene zwischen 20 und 30 Jahren, sie wandern am ehesten zu oder ab.
Die Zahl der im Ausland geborenen Bevölkerung wird in allen Bundesländern weiter ansteigen. Im Jahr 2080 wird etwas mehr als ein Viertel der Menschen, die in Österreich leben, nicht in Österreich geboren sein. Aktuell findet sich der höchste Anteil in Wien, das wird sich auch bis 2080 nicht ändern.

A une époque où de nombreux groupes religieux, ethniques ou sexuels tentent d'imposer, au risque d'une implosion de la communauté, leurs propres valeurs à l'ensemble de la société, et où une députée dont nous tairons le nom pousse le politiquement correct jusqu'à proposer de scinder les cours d'histoire selon l'ethnicité des élèves, nous assistons au retour paradoxal de la nostalgie du grand récit archaïque, exemplifié à merveille par l'engouement pour l'oeuvre grandiose de Tolkien.
Ainsi, le monde tolkinien est profondément empreint d'une hiérarchie non pas technocratique, mais charismatique, où le pouvoir, à l'image de la royauté d'Aragorn, est conçu comme un fardeau, et l'obéissance comme un honneur. Dès lors, le héros est fondamentalement individualiste, mais non pas dans le sens d'un matérialisme égocentrique, mais d'un humanisme moral, obligeant chacun, comme Elendil, Bilbon ou Faramir, à rester fidèle à ses convictions, même au prix d'une rupture avec la société. Cela explique aussi le conservatisme tolkinien, car bonheur et harmonie ne peuvent être garantis par des moyens extérieurs comme la technologie ou les institutions, mais seulement par le comportement éthique de l'individu, qui apprend, comme Eowyn ou Sam, à accepter sa nature profonde au lieu de réclamer, au détriment de l'ordre, un égalitarisme artificiel. En même temps, cet univers est aussi profondément religieux : maculé par la chute originelle de Melkor, tout bonheur est transitoire, tout espoir d'un ordre idéal sur cette terre illusoire. Ainsi, l'histoire de la Terre du Milieu est fondamentalement tragique et constituée d'une suite d'actes héroïques voués, de Beren par Eärendil à Frodon, à l'échec : seule la grâce divine permet à celui qui va au bout de ses idéaux de réaliser sa quête.
Mais cette vision n'est pas confinée au simple imaginaire littéraire, elle s'accompagne aussi d'une réflexion critique sur la modernité qui, aujourd'hui, suffirait à faire renvoyer Tolkien d'Oxford. Ainsi, dans une lettre de 1943, il ironise : " Tout est en passe de devenir une seule petite banlieue desséchée de province. Quand ils auront introduit le système sanitaire américain, les techniques de motivation, le féminisme, et la production de masse à travers le Proche-Orient, le Moyen-Orient, l'URSS, comme nous serons heureux ! " Même la victoire alliée tant espérée le laisse sceptique : " La vraie guerre ne ressemble en rien à la guerre légendaire. Si elle avait inspiré ou dicté le développement de la légende, l'Anneau aurait certainement été saisi et utilisé contre Sauron. " (Le Seigneur des Anneaux, 2e éd., avant-propos.)
Que dire des raisons profondes du regain de popularité de Tolkien en ce début du XXIe siècle, si ce n'est qu'il cache un désamour profond de notre monde postmoderne et la nostalgie du " grand récit " d'une société ancestrale unie et simple - un escapisme qui est en train de se transformer graduellement, comme le montre la montée des mouvements charismatiques et conservateurs, en revendication politique... A quand le retour du roi ?

We're in a time when numerous religious, ethnic, or sexual groups are risking community-implosion by trying to impose their own values on everyone else. A time in which a certain politician we shall not name has been pushing political correctness to the point where it’s now proposed we should teach history according to the ethnicity of students.[1] At the same time we’re witnessing a paradoxical return to the nostalgic comfort of the old-fashioned grand epic, marvelously exemplified in the current craze for J. R. R. Tolkien.
The Tolkien world is deeply imbued with a hierarchy that is charismatic rather than technocratic. A place where earthly power, in the image of the Kingship of Aragorn, is depicted as a burden, while obeisance is an honor. Here the hero is deeply individualistic, though driven not by egotistical materialism but rather a moral humanism that forces him — Elendil, Bilbo, or Faramir — to remain faithful to his convictions even at the price of a rupture with society.
Herein lies Tolkienian conservatism, which understands that happiness and harmony cannot be guaranteed by external means such as technology or institutions, but only through the ethical behavior of the individual, who learns, as Eowyn or Sam do, to accept their innate nature rather than a disordered idea of artificial egalitarianism. At the same time, this universe is deeply religious: it was defiled by the original fall of Melkor [or Morgoth, the First Dark Lord], making all happiness transient, and any hope of an ideal earthly order illusory. The history of Middle Earth is fundamentally a tragedy, consisting of a series of heroic acts — by Beren, Eärendil, and Frodo — doomed to failure. Only divine grace permits one to achieve the ideal of completing his quest.
But this vision is not merely confined to literary imagining. It’s also accompanied by a critical reflection on modernity, which today would probably suffice to expel Tolkien from Oxford. Here he is in a letter of 1943, being ironical: “It is getting to be all one blasted little provincial suburb. When they have introduced American sanitation, morale-pep, feminism, and mass-production throughout the Near East, the Middle East, the USSR . . . how happy we shall be.”[2] Even the long-awaited Allied victory leaves him skeptical: “The real war is not like the legendary war. If it had inspired or dictated the development of the legend, the Ring would certainly have been seized and used against Sauron.” (The Lord of the Rings, 2nd ed., Foreword.)
What to say of the ulterior reasons behind this renewed popularity of Tolkien at the beginning of the twenty-first century, other than that it conceals a deep dislike of our postmodern world and a longing for a grand epic about a simple, integral, ancestral society? An escapism, moreover, which is in the process of gradually transforming itself, as shown in the rise of charismatic, conservative movements for political restoration . . . When is the return of the king?

Source text - German In Großbritannien, so entnehmen wir den Nachrichten der Vorwoche, tobt ein verzweifelter Kampf. Es geht um die Errettung der roten heimischen Eichhörnchen vor den aus Amerika eingeführten (und offenbar ökologisch wenig zurückhaltenden) Grauhörnchen. Migrationsproblematiken, wohin man schaut. Seltsam nur, dass Morrissey diese ihm zweifellos bekannte Tatsache auf seinem neuen, elften Solo-Album "Low in High School" so gar nicht thematisiert. In der Regel hält der agent provocateur des britischen Pop mit seinen Ansichten zu zeitgeistlichen Aufregerthemen wie Brexit, Lügenpresse oder Islamismus nicht hinter dem Berg. Leider ist auch "Low in High School" nicht ganz arm an politischen Anspielungen und Auslassungen, was die unangenehme Tatsache in den Vordergrund spielt, dass die Verbindung zwischen künstlerischem Genie und sozialer Vernunft auch sehr schwach sein kann. Man muss Morrissey mögen. Aber es wird nicht einfacher.

Source text - German Wo ist eigentlich der Bundespräsident, wenn man ihn braucht? In Köln wurden AfD-Delegierte von der Antifa drangsaliert und bedroht - und die politische Klasse in Deutschland scheint das völlig in Ordnung zu finden.

Ich habe auf ein Wort des Bundespräsidenten gewartet. Ihm liege die Verteidigung der Demokratie besonders am Herzen, hat Frank-Walter Steinmeier zur Amtseinführung gesagt. Wir müssten nicht nur über Demokratie reden, wir müssten wieder für sie streiten. "Demokratie ist die Staatsform der Mutigen", sagte er, deshalb dürfe man von ihm erwarten, dass er parteiisch sein werde, parteiisch für die Sache der Demokratie.
Eine Partei, die in elf Landtage eingezogen ist, zum Teil mit zweistelligen Ergebnissen, hält in einer deutschen Großstadt einen Bundesparteitag ab. Schon vor dem Termin wird das Hotel, in dem der Parteitag stattfinden soll, bedroht, um eine Stornierung der Buchung zu erreichen. Die Mitarbeiter erhalten Todesnachrichten; der Direktor verlässt das Hotel nicht mehr, weil die Polizei ihm sagt, dass sie andernfalls nicht für seine Sicherheit garantieren könne.
Zum Auftakt des Parteitags können Delegierte nur unter Polizeischutz den Tagungsort erreichen. Stahlgitter und Wasserwerfer sind aufgefahren, um die Veranstaltung zu schützen. Wo die Beamten nicht schnell genug sind, werden Delegierte nicht nur beschimpft, sondern auch körperlich attackiert. Auch Journalisten müssen mit Schikanen rechnen, wenn sie sich nicht sofort als solche zu erkennen geben.
"Bist du Nazi?" - "Journalist." - "Weis dich aus!" Der Dialog stammt nicht von einer Pegida-Demo, die für das Dunkeldeutschland symbolisch geworden ist, sondern vom Rand der Prostete, die nach Auskunft der Veranstalter ein offenes, tolerantes, buntes Köln zeigten. Berichtet hat ihn Miriam Hollstein, die für die "Bild am Sonntag" akkreditiert war. Es ist ein kleiner Ausschnitt dessen, was sich am Wochenende in Köln zugetragen hat, aber ein vielsagender.
Bin ich der Einzige, der es verstörend findet, wenn eine Partei in Deutschland nur noch unter Polizeischutz ihr Programm debattieren kann, und niemand in der politischen Elite des Landes daran etwas auszusetzen hat? In den Berichten zum AfD-Parteitag in Köln wurde nahezu einhellig gelobt, wie friedlich die Stimmung auf den Protestveranstaltungen geblieben sei. Man kann auch sagen: Die demokratische Öffentlichkeit ist bescheiden geworden. Wenn sich die Antifa anmeldet, um ihr Verständnis von Toleranz zu demonstrieren, gilt es schon als Erfolg, wenn anschließend nicht die halbe Stadt brennt.
Es sei eine "Provokation", dass die AfD ausgerechnet Köln als Versammlungsort gewählt habe, hat die Kölner Oberbürgermeisterin Henriette Reker erklärt. Auch die Ministerpräsidentin Hannelore Kraft benutzte das Wort. "Es ist eine Provokation. Aber sie haben die falsche Stadt und das falsche Bundesland ausgesucht", war ihr Kommentar anlässlich des traurigen Umstands, dass es 4000 Polizisten brauchte, um 516 AfD-Delegierten die freie Meinungsbildung zu ermöglichen. Kraft meinte mit dem Satz nicht die Demonstranten, die die im Einsatz befindlichen Polizeibeamten als Faschistenbeschützer beschimpften, sondern die Delegierten, die von ihrer Versammlungsfreiheit Gebrauch machten.
Eine Provokation? Wo hätte sich die AfD denn stattdessen versammeln sollen, um ihr Programm für die Bundestagswahl zu beraten: in Duisburg, in Essen? Oder besser nirgendwo in NRW, weil ein AfD-Parteitag das Wir-Gefühl stört, das die SPD im Wahlkampf plakatiert? Aber was wäre dann nach Meinung der Ministerpräsidentin ein geeigneter Ort gewesen: die Hallig Hooge?
