Albanian term or phrase: bllokoj
A car in Albania happens to be stolen in France and the police confiscates it. By order of the prosecutor the car should be handed over to the registered owner "për ruajte" (during the legal process, if I got it right) but the police officer decides to give it to somebody else. The registered owner is talked into putting his signature on the police protocol, in spite of the fact that the other persons name is given as receiver of the car. The police officer, now prosecuted, gives an "explanation" which I don't understand:

The exact translation of "bllokoj/uar" is "sequester/ed", but I wouldn't be surprised if the speaker meant "konfiskuar = confiscated" (it would make sense that a stolen car is confiscated rather than just sequestered).

Explanation:
This has to do by the procedure followed by the police authorities, which depending on the case may be (or may be not) followed by confiscation/sequestration. The sentence whehere the term "bllokoj" is used seem to be a statement between two citizens and in everyday language we use "bllokoj" only when police authorities are involved. At least this is my understanding based on the explanation.

disagree  Oliver Qamili: "impound" is temporary seizure of the vehicle in case of a violation, for example for wrong parking, or unpaid taxes. The case here is a criminal case.
