I would not advise using delegates or representatives. Delegates or representative are used in other situations such as the Palestinian Delegation to the UN, UN Rp in Africa ... Agents is OK and can be used but proxies is idiomatic. This is to compare with the war in&on Syria, which has been described as a war of proxy.
