The target sentence is redundant indeed. In its simplest form, it'd read as follows:
يستطيع من يقرأ المرحلة أن يستنتج هذا السبب الظاهر

Let's first split this sentence "هذا السبب الظاهر يستطيع من يقرأ المرحلة أن يستنتج مثل هذا السبب" into two as per the following:
1. هذا السبب الظاهر
2. يستطيع من يقرأ المرحلة أن يستنتج مثل هذا السبب
Now it becomes clear that these two sentences refer to something, which is "apparent" in the sense of “superficial” which the writer must have discussed in the preceding para. He opens this para with this introduction in order to discuss what he considers the "hidden" or “actual” reason rather than the superficially “apparent” one “which whoever may study that era may come up with this conclusion”. A “conclusion” that, once again, needs to be indicated or inferred from the preceding para. One can find out the logic behind this from the conjunction "لكن".
In order to fathom out the meaning, the indications as well as the implications of the rest of the para you can similarly split what you are “struggling with”; simple as it may look, but it’s the way out.

So, yes, the point being discussed is the "era" but from two different perspectives, i.e. "hidden" vs "superficial".
