Explanation:
I've read the whole article and the reason why did the author mention it in such form mainly comes from the tragedy of Srebrenica, as well as from other mass murder and massacre places in Bosnia & Herzegovina. In the law on national service in military of ex SFRY, everyone who turned 16 and all the others up to 70 years of age have been considered as capable for the service. Somebody in the reserve force a.k.a. the National Guard, somebody in the active force, and so on. The same had also been inherited from the WW2, whereas Yugoslavia's resistance was composed of all ages, i.e. it was created from and within the oppressed people of the former Yugoslav’s republics. For instance, the younglings have been used as mail delivery boys for the partisans as well as the local spies within the area controlled by the German Vermacht, and the elder were mainly under protection of the partisan force aiding the partisans in food and shelter during the winter, or eventually providing any direct assistance, but when needed, they would all have been directly engaged in the fight. Expression used by the article author is only descriptive in a sense of explaining or making a comparison with the times of the holocaust. Therefore, in real time, the article may consider any age, including babies, which again depends of the reader's history knowledge.
