This is some type of grant. This is the title of the document explaining how apply for the grant, the requirements, etc.

"Subvencions mitjançant convenis de reconeixement de la tasca associativa de les entitats que siguin especialment rellevants en el teixit associatiu juvenil"

(within the) framework of youth associations
Explanation:
The web sources given below (along with several others) include references to 'associatiu juvenil' and in each case the term is translated in English as 'youth associations'.

From the rest of the sentence/context given, it seems that they're identifying the specific groups eligible to apply for the grant: i.e. those operating within the framework of youth associations.

Hope that helps!

Youth Association Membership Structure

Explanation:
I normally agree wholeheartedly with Ross, but not this time. Although we do use fabric in this sense, I would say it is usually more appropriate in phrases such as "the fabric of society". Here it sounds overblown and pretentious. I think they just mean the structure of the organisation.

neutral  brooksa: You have a point here about "fabric of" being a bit forced. However, the capitalization in your answer threw me off. Made me think it was the formal name of a specific group.
