Las reformas estructurales de este periodo apuntan más a achicar el estado que a consolidar políticas públicas de carácter universal.
El periodo que oscila entre 2003 y el presente es un periodo de acumulación en logros sociales y económicos.

My interpretation is that the structural reform bails the state out (stops it from drowning), rather than establish public policies.

It then refers to the change that has been taking place since 2003. On the one hand there has been political innovation and improvements but, on the other, there are now many people of the verge of poverty.

The writer is saying that the present is being disputed in mixed surroundings: on the postive side, social and economic achievements and on the negative side, increased poverty.

  -> Sí, quizá tengas razón pero me sonaba mejor 'events + take place/dispute'. 'Today' or 'The present is being disputed' me suena un poco extraño. 'Events' = acontecimientos, sean deportivos o no. Gracias por tu opinión, Juan Jacob :-)
