The only thing which occurs to me is that it may refer to raising/"pushing" the subject of domestic violence in the "established circles": women's groups, primary care services for the victims, maybe social workers so as to spot abuse when it occurs.......Pure guesswork, obviously.

Another possible meaning could be "treballar" used as a synonym of "develop", referring to the the established "circuit" (circuit = "procedure" "flow") for dealing with this issue.

i.e. develop the procedures in place for dealing with "el tema.....etc"

There, but for the Grace of the Generalitat, go I............
