Hmm... are we making it a little complicated here? I find the meaning of this phrase clear. I see it more as "(no. of days before the birthday) to send reminder". Actually what you are saying seems to apply more to the "birthday to be reminded" phrase. Please let me use Yuzouren's and Qi Wei's examples (sorry, guys): (how many) days before the birthday to be reminded. In this case, the misunderstanding you described comes into play here. The phrase could be interpreted as "days before (the birthday to be reminded)".
