查到的多是on the upside.
我理解to the upside 是moving to the upside 的省略形式。是表示一个过程的状语，这样也和 over the past year表示的一段时间，而不是一个时间点，相配合。
所以是否可以翻译成：
去年通胀持续增高，令人惊讶。

upside means an upward trend, 即上升、上涨的意思
Inflation has obviously surprised to the upside over the past year, and further surprises could be in store
过去一年，通胀的上涨幅度显然出人意料，未来走势仍然难以预测

韦氏词典对upside的释义是an upward trend，to the upside 作 surprise 的补语，所以必须作为一个整体翻译：意外走高。
