English term or phrase: Referral Order
Wiadomo, że: "A referral order is an order available for young offenders who plead guilty to an offence whereby the young offender is referred to a panel of two trained community volunteers and a member of the youth offending team."

Jak to jednak najlepiej przetłumaczyć na polski? Słowo "order" w tym wyrażeniu pewnie najlepiej przetłumaczyć jako "nakaz".

skierowanie sądowe / nakaz sądowy

Explanation:
skierowanie sądowe / nakaz sądowy (do współpracy z youth offender panel - zespółem do walki z przestępczością nieletnich)
---

Referral Order – a statutory community-based order in which the court ‘refers’ the child to a youth offender panel, which is convened by volunteer members of the community and held at an informal venue. The panel along with the child will agree a contract of work with which the child is expected to comply. There is a distinct focus on restorative justice. Compliance is regularly reviewed by the panel. Referral Orders were introduced in the Youth Justice and Criminal Evidence Act 1999 (and are now provided for in the Powers of Criminal Courts (Sentencing) Act 2000), and is the community-based order most often used by the courts when dealing with 10 to 17-year olds, particularly for first time offenders who plead guilty.

Referral Order

When a young person appears in Court and pleads guilty to an offence the Court will make a Referral Order unless they consider the offence serious enough for a custodial sentence.

A Referral Order will last for between 3-12 months. If the Court considers your offence serious enough they can sentence you to an Intensive Referral Order which means that you will have to attend 25 hours of YOS appointments each week for at least the first three months of your Order.

An Initial Panel Meeting will be held within 20 working days of your sentence to agree your Referral Order Contract. Your Order starts on the day that this Contract is agreed.

Types of sentences for young people

Courts have a range of different sentences they can give offenders aged 10-17. These include:
...

Referral order – this requires the offender to attend a youth offender panel (made up of two members of the local community and an advisor from a youth offending team) and agree a contract, containing certain commitments, which will last between three months and a year. The aim is for the offender to make up for the harm caused and address their offending behaviour. An order must be imposed for a first time young offender who has pleaded guilty (unless the court decides that another sentence is justified) and may be imposed in other circumstances.
