Дабы в данном контексте не путать citizen с national, в качестве citizen желательно использовать как гражданское лицо.
Т.е. этот закон применим к любому гражданскому лицу, резиденту или гражданину США

Так даже точнее. т.к. такая формулировка охватывает все территории США, включая материковые, хотя источник имеет в виду, прежде всего, островные территории.

И это не противоречит формуле that all U.S. citizens are U.S. nationals (ссылка Олега Соллогуба).
