This is a Birth Certificate from India. I'm having a hard time making sense of this whole sentence, especially with "rules 13 the..."

Could it be that the certificate is issued according to rule number 13 from the "Punjab Registration of Births and Deaths Rules 2004"?

Could it be something like "Se emite en conformidad con la reglamentación 13 de la Ley de Registro de Nacimientos y Defunciones de Punjab?

think "rules" might be what's throwing you off ....just read "rule" and go from there...

I am not 100% certain that "Rules" can be translated as "Artículo/Sección", as I have not found anything conclusive, so this is just an idea.
