These provisions make business deals--the ability to pay more for customer access--more important to an internet company’s success than the forces of customer demand, harming innovation and a robust developer ecosystem.

When I asked about more context, this is what I was told "Edge provider is a generic name for those who offer services that are not embedded into the Internet Service Provider, for example GitHub would be an edge provider. It has servers at the edge of the network that people can access over the network. Other examples are: Google, or a bank."
