Explanation:
En Estados Unidos, el “national service” se entiende como la posibilidad, que no realidad (no existe aún) de crear una especie de “community service” obligatorio, pero cuidado, porque puede incluir la opción de realizar un servicio militar (no obligatorio en EE.UU. desde 1973), opción, que no obligación, ya que también existe la posibilidad de realizar la prestación en tareas civiles, no militares. “National Service” podría traducirse como “servicio nacional”, pero dudo de que pueda entenderse de esa forma sin hacer una descripción exhaustiva del concepto.

La idea de “prestación social” puede también llevar a equívocos, ya que el “national service” incluiría, insisto, la opción de realizar un servicio militar remunerado de corta duración.

Ante la amplitud y vaguedad del concepto, creo que lo más sensato es ofrecer una traducción descriptiva: Sistema universal de prestación de servicios obligatorios al Estado.

Aclaración: "Universal" tiene el sentido de incluir a ciudadanos de ambos sexos, mujeres y hombres. Ese es el sentido en el que se utiliza "universal" en esta expresión en EE.UU.
