Dubt about sentence

I have following sentence to translate, but I am not able to understand what it mean...

Security-wise, for the change to allow eCATT and CATT in client maintenance SCC4 – is restricted since the SAP GUI normal dialog (non-RFC) users are still obviously restricted with the transaction code access to ECATT and CATT transaction codes (Transaction code SCAT and SECATT).

Someone can help me a lttle? I am not asking for a translation, but to try to undestand what it says. TIA

I believe it simply means "related to security issues/matters".

If they know what they are doing, they can change such data anyway... and in another client... that is unless you really really really restrict them **security wise**.. but that would be to the point of them not being able to do anything.

Asker: I guess it was not possible to understand nor to translate the original sentence. However, many thanks for your help efforts. As yo may see in my other commentar, the sentence has been rewritten and seems to have a bit more sense now...
