sirve Explanation: I think it might clarify things for you if we assume that there's a typo in another part of the sentence. The only possible way this sentence can make sense as a full sentence is if we assume that "of" should be "that": "we actually see that the population THAT rent stabilized housing is ***serving***" If my assumption is correct, then the meaning is straightforwardly "servir": Vemos que en realidad la población a la que sirve el sistema de estabilización de alquiler ...
