I"m translating the Statement of Facts about the vessel incident into Ukrainian and I'm not sure about the meaning of the acronyms used. The master writes:

"Received call for C/E that M/E is on fire. M/E Stopped/Black out /"

What do C/E and M/E stand for in this sentence?

Eventually, the vessel did not answer the helm and touched the pier.
