As we know from the UK inheritance tax nil-rate band (NRB), the term of 'threshold' is ambiguous, as it can in fact mean a nil-rate multiplier x 0 (!) through which values of assets must pass to qualify for other reliefs and allowances.

It doesn't. Like the other neutrals, you may have fallen into the mis-parsing trap. So take another, careful look at the question. It reads la franchise en base -> de TVA, rather than franchise/ en base de TVA.

Yes, it almost certainly does relate to VAT. When you Google it, all the hits are about VAT as far as I can see.
I find out that franchise in French can mean "exemption", but the question then arises of whether it means VAT-exemption... |
