French term or phrase: secrétariat pédagogique
French university's policy on issuing diplomas and transcripts to be translated into American English.

"La scolarité centrale n’édite pas les relevés de notes. L'étudiant doit s'adresser au secrétariat pédagogique."

Based on my research, a "secrétariat pédagogique" is a type of student services office that helps students with enrollment, issues transcripts, announces class schedules, midterm/final exam schedules.

If I were to find an exact equivalent to an American university's system I would call this an "Academic Advising" office.
Would it be more appropriate to translate it as "Office of Pedagogical Affairs?".

Explanation:
This is the term I would use to describe this department.

I understand- based on my experience teaching in a French university, each department often has its own 'secrétariat pédagogique', so perhaps you might want to switch to something like "Department Administrator" or "Program Coordinator" as the closest to the French equivalent.

Hello

Often called the International Student Office/Services but perhaps not justified in this case.

Notes to answerer
Asker: I was also thinking of Registrar but I had to rule it out because the text also mentions a "scolarité centrale" that handles things like enrollment and diploma orders.
