I am not sure whether "averaging" or "averaging out" is correct in this sentence?

agree  Tony M: 'to average' is actually quite different from 'to average out' — for one thing, the former is a transitive verb, whereas the latter is usually intransitive.

agree  Charles Davis: I think this must be the meaning here, and as you say, "average" and "average out" are interchangeable, though the second is arguably a suspect usage.
