There's no mention of a fence in the German at all, just that "Personen sind zu sichern" (must be secured) by whatever appropriate - fall protection - systems/means from a height of two metres, measured at foot level of the standing worker/person (i.e. at any such height of two metres or above). Your first part is also incorrect because it does not include the "Absturzsicherheit", at least in your first sentence option (i.e. a workplace safe from falling / a workplace that provides fall protection by design).
