Aparece solo, dentro de una tabla de documentos que se acompañan. No hay posibilidad de contactar con el cliente para aclaraciones.

El contexto general (se trata de un documento extensísimo) es un software integrado para la planificación y el control integrales de viajes ferroviarios, personal y vehículos -por vehículos se entiende que trenes- que la Deutsche Bahn saca a concurso para adjudicar el contrato de desarrollo de ese software al candidato más idóneo.

Yo diría que ese EIS podría ser Enterprise Information system... Pensáis que Schicht se refiere a turno? ¿O bien a capa, si es que aquí Schicht es el término informático?
