I'm not sure of how 'a ritirare' is being used in this phrase.

My impression is that once a hazardous waste has been treated in accordance with legislation, it is no longer deemed hazardous and the hazardous waste code attributed to it can be withdrawn. Since there's no subject in your sentence, I'd use the passive voice
"... and the attributed waste code withdrawn".
