Di solito è una dichiarazione resa dalla persona interessata, che permette di non presentare una vera e propria "spravka" (la spravka è un certificato, ma nella dichiarazione sostitutiva il pubblico ufficiale certifica solo l'identità del firmatario, non la veridicità delle sue parole). Mi rendo conto che i documenti con questa combinazione di parole provengono da siti non della RF, e che quindi non c'è un equivalente esatto, ma se è necessario essere precisi meglio fare una nota.

agree  oldnick: в зависимости от содержания док-та можно по разному называть (e.g. купчая). Дело в том, что нынче для большего числа док-ов нотариус не требуется - достаточно подписи гражданина. Бедные нотариусы
