È il caso di ricordare l’imponente mole di programmi di assistenza varati dall’Unione Europea nel suo complesso, oltre che dai singoli membri di essa, a favore della Russia e degli altri paesi dell’Europa Centro-Orientale e fra essi merita forse di essere particolarmente sottolineata la European Initiative for Democracy. Alcuni mesi fa a Bruxelles si è tenuto un seminario su questo programma, al quale hanno partecipato tutti i direttori dei progetti che ne fanno parte.
Erano presenti circa quattrocento operatori politico-culturali, ognuno dei quali impegnato in un progetto, finanziato dall’Unione Europea e realizzato in una delle aree dell’ex Unione Sovietica. Una prova evidente questa di quanto questo impegno per creare un’osmosi non solo di condizioni economiche, ma anche di civiltà politica sia stato portato avanti e stia traducendosi in progetti e iniziative concreti, con risultati però, che potranno, a mio avviso, essere risolutivi solo a condizione che sia rispettato un principio fondamentale: quello della par condicio fra gli interlocutori.
