  -> Что значит "не говорят по-русски"? Противоречит грамм. нормам рус. яз? Вы, наверное, хотели сказать "не употребляют такое выражение в России? Вот "территориальное АГЕНТСТВО" ТОЧНО не употребляют! "Территориальное управление" - да, а "агентство" - никогда
