I understand what this term refers to (特殊要因を除外した分配金(または分配金水準)のこと), but don't know what is the corresponding English term. A literal translation of "cruise distribution / dividend" does not seem right.

Explanation:
Since it means distribution excluding extraordinary factors, "ordinary distribution" may be OK. At least it says "ordinary dividend level" for 「巡航ベースの配当水準」in the link below:
