I cannot disagree with Michelle's argument, but 'food fish' sounds rather Norwenglish, so you may prefer 'edible fish' on aesthetic grounds
The corresponding UK regulations (see ref) use neither term, which doesn't help!

All fish intended to be eaten are edible fish, but not all edible fish are eaten. Not that the fish cares, he intends to keep swimming!
