This department name appears on a certificate from a county governor granting a divorce, so I'm not interested in the alternative use at newspapers to describe their internal organization.

This seems the simplest translation, although "Social Services and Health Department" is an option.
'Social Services' in UK local government are largely separate from the National Health Service, although there are links - see first reference
