It's the term commonly used for emergency medical care (aka medical emergency care). See an example from the Norwegian military at pages 4 and 5 at http://tinyurl.com/4d52cw8. The links below are Norwegian and English versions of a medical journal article, in which "medical emergency care" is used in the latter.
