Russian term or phrase: обеспечивающую двукратный запас мощности
Context - a software programme used by a bank has been transferred to a new hardware platform 'обеспечивающую двукратный запас мощности'.
I thought I could just translate it as 'double the processing power', but my client is suggesting 'double processing power in stock'. This isn't correct English but it does suggest that the processing power is somehow 'in reserve'.
I am not sure how this works. Is there really a distinction?

Explanation:
Kuznetsov's R>E Polytechnic Dictionary translates запас мощности as "power reserve", but this is probably for an electrical context. "Reserve powers" also sounds OK to me

It's an excess capacity in a UPS system. For example, if a PC uses 400 watts and the UPS provides 600 watts, there are 200 watts of power margin.
