Двадцать восемь лет подряд он обслуживал обход № 4 XXX лесничества. При его непосредственном участии восстановлен на срубах и выращен не один десяток гектаров лесных насаждений. К этому делу активно привлекал население.

To tell the truth, I don't get this phrase in this context at all. Any good ideas?
