pre-expenditure control/checks // ex-ante [expenditure] control

Explanation:
Perhaps you could word it like this, and it may also work for the other examples you gave of "control previo".
I'd be interested to know if there is a more widely used term for this, considering that I only found a few hundred hits for the terms I'm suggesting, some of which might in fact be translations, even if they do come from the IMF, World Bank, EU, etc.
It seems possible to me that the term "ex-ante control" (i.e., without "expenditure") is the term most commonly used to refer to this type of expenditure control, though whether it's used that much outside of government/NGO settings I'm not sure.

The first reference I'm posting here is a transcription from the floor of the UK Parliament, so it is at least evidence of use "pre-expenditure checks" in spoken language.

"It would be best to build better preventive measures against fraud into the structures of the Community--clearer legislation, more transparent regulations and pre-expenditure checks."

"MOF carries out pre-expenditure checks, and if satisfied, issues a visa permitting a proposed expenditure to be passed to an accountant for payment."

"What are the main trends in control? The main story of control in OECD member countries is the move from ex ante to ex post control, and the development of stronger processes of internal control. Simplistically, the ex ante to ex post trend is from a system where transactions (payments) were approved prior to commitment from a controller outside the spending ministry, to one where internal management makes many financial and non-financial resource allocation decisions, which are externally checked after the event."

"This highlights the need for periodic review of prudency and application of ex ante expenditure controls. Without this, there is potentially broad scope for inefficient expenditure by"

"Ex ante (sometimes called pre-expenditure) is designed to prevent various types of abuse such as fraud or over-commitment."

By the way, no problem using "control" here; it's standard and the reason why some organizations have a position known as the controller/comptroller.
