I don't actually have to translate it right now, but it's handy to know what the acronym stands for, for future reference. If I did translate it, I'd probably use registry, as it's like a sort of digital archive where registers are records are kept. As usual, I'd let the client make the final decision.

The online oxford dict says:

Register noun official list or record, for example of births, marriages, and deaths, of shipping, or of historic places. a book or record of attendance, for example of students in a class or school or guests in a hotel.

Registry: noun (plural registries) a place or office where registers or records are kept.

It seems to be translated as 'Unified Tax Registry', which I don't agree with. A registry is a place and a register is a book, paper or otherwise, where information is recorded.

4. For plates for urban, commercial, agricultural, construction or cargo transportation use, you must be registered in the Unified Tax Registry (RTU) and have an establishment and/or commercial activity in operation related to the use of the vehicle and authorized invoices and in force.
