Hello all. If someone could give me a hand with this phrase I would be most grateful. The original sentence/paragraph is below. I have seen this translated as "constituent horizon" and "constituent landscape" but I'm not sure if either works here as do not fully understand intended concept. The author provided this explanation for the phrase: Horizonte es una etapa, es una etapa distinta, o una manera que se destaca e innova.
This is a Spanish (LA) to English (UK) translation of a thesis on a practice of archaeology in indigenous areas aimed at improving the lives of the people:
La incidencia de la política patrimonial nacional y de la investigación politizada, debe ortorgar libertad de acción y de custodio a lo comunitario, permitir cambiar sus políticas territoriales de los naturales orientado sus esfuerzos hacia la comprensión, promoción y protección de su patrimonio (cultural, turístico y económico), su recuperación y empoderamiento como instrumento necesario a partir de su horizonte constitutivo y el actuar de sus Mallkus, Amautas, Aisiris o Capitanes para orientar y emplear acciones que permitan un desarrollo socio-cultural local a largo plazo sin desestructurarse del esquema nacional institucional.
