Polígonos de Contención Urbana
1. Son una herramienta del Gobierno Federal para orientar los subsidios a la vivienda mejor ubicadas, es decir próxima al empleo y los servicios urbanos en las 384 ciudades del país.

· U1, esta ubicación contiene las fuentes de empleo como elemento básico para consolidar las ciudades.

· U2, Se basa en la existencia de servicios de agua y drenaje en la vivienda, que coadyuvan a la proliferación de vivienda cercana al primer perímetro.

· U3, áreas de crecimiento contiguas al área urbana consolidada. Quedan conformadas por un buffer o envolvente que cubre los contornos U1 y U2, de acuerdo con el rango de población de la ciudad.

The Dictionary of Geography (2006) defines urban containment as “the policy of limiting sprawl by restricting out-of-town development.” Gabrielson, Yorg and Keith (1997) argue that this is a simple definition, as while it is true that the form of development aims to limit sprawl by restricting development outside a designated zone, a broader view would include the aims on in-town development.

In general, urban containment policies seek to use at least three different types of tools to shape metropolitan growth (Jabareen, 2006; Pendall, et al., 2002): Greenbelts and urban growth boundaries are used to affect the “push” factors, while urban service areas are used to affect the “pull” factors.

There seems to be a misunderstanding about the meaning of catchment area that does not refer only to water management:

In human geography, a catchment area is the area from which a city, service or institution attracts a population that uses its services. For example, a school catchment area is the geographic area from which students are eligible to attend a local school.

'Governments and community service organizations often define catchment areas for planning purposes and public safety such as ensuring universal access to services like fire departments, police departments, ambulance bases and hospitals.'
