Mopeds up to 50cc cylinder capacity, without gears/modifications?

I don't know much about motorcycles and can't work out if "sin cambios" means no modifications or no gearbox. From what the internet tells me, it is possible to have mopeds without gears (CVT) but that seems to be another way of saying automatic transmission and I don't know if that is what is meant by this licence category.

On the other hand, our learner motorcycle licence at home (Australia) states that a learner motorcycle must be "not modified in a way that increases its power mass ratio" so no modifications feels like it could work in this context as well.

Anyone know which is right? Thanks!

Explanation:
As a scooter rider for over 50 years now, the term "moped" slightly irritates me when applied to those without pedals. Two of my favourite mopeds over the years were a Vespino and an old Mobylette, both of which you could pedal if the engine failed. However, I have also had several Vespas - none of which had pedals per se, although they did have gears. Nowadays, I have 300 mL Kymco Scooter, which is a twist and go - in other words, no gear changes required, you just twist the accelerator and away you go. Perfect on a hot summers day like today… :-)

Having said that, if the translation text is for official or quasi-official purposes, then "moped" or "gearless scooter" may be more appropriate in the context. "Twist and go" is a more marketing or user-oriented term.

Asker: Thanks neilmac, I can see you definitely understand this topic! Your explanation clarifies the "sin cambios" part that was confusing me, though I still don't quite understand if mopeds are considered gearless by default? (thus making the sin cambios part redundant) It's for a drivers licence so gearless scooter also works.

neutral  Lester Tattersall: Years ago, to be a 'moped' it had to have pedals. Now, legally, any bike under 50cc is a 'moped', gears or no gears.
