% baja de oferta más barata

English translation: percentage reduction of the lowest bid

Spanish term or phrase: % baja de oferta más barata
This is confusing me because baja de would be below, but this is in relation to the lowest price bid. Surely, it would be how much *higher* the bid is in relation to the lowest priced bid???
Can anyone help, please?
Thanks!

Thanks - this has had me tied in knots for ages. Even now, I don't understand it, so have highlighted it with the agency. Thanks!
