: How do you know that the request concerned access to any medication? The requester might be asking for a medication to be 'refused'.

What made me think of medications was the reference in the ST to "a Dirección Nacional del Instituto Nacional de Medicamentos." Buyt maybe it isn't a request for a medication. I guess in that case, I would reword as 'access that which was requested.'
