Consultation processes for citizens and indigenous peoples Explanation: I was probably as puzzled as you when I first read “procesos de consulta ciudadana e indígena” because this expression inexorably reminds me of the susprising distinction between citizens and indigenous peoples, as if we were speaking of two different entities. Hay que distinguir entre consulta ciudadana e indígena: Adolfo Regino (…) “Hay que distinguir lo que es una consulta ciudadana y una consulta indígena. En la primera se pide la opinión de la ciudadanía en ejercicio de un derecho individual. En el caso de la segunda, es un derecho colectivo que tienen los pueblos y las comunidades indígenas, y que ejercen como tales a través de sus autoridades y instituciones representativas, tal como lo establece el Convenio 169 de la Organización Internacional del Trabajo (OIT)”, expresó. Final remark: When I use the expression “indigenous peoples” I am referring to the pre-Columbian peoples of North, Central and South America altogether (the whole continent!), and obviously their descendants. |
