"Gandallismo" is one of those great words that succinctly describes a situation where someone is taking advantage of their superior strength, power or wealth. As far as I know, we don't have a generic word for this in English, so I think you need to use a specific term applicable to each case.
In this case, it's a matter of people cutting in line to get vaccinated before others who have priority.

We use "gandalla" in Mexico when referring to someone who takes advantage of a situation. You might catch your dog trying to eat your cat's dinner and reprimand him with "¡Oye, no seas gandalla!", for example. It's very colloquial and I can't think of an equivalent for it in English other than "jerk" or "bully", but it's not quite that either, it's more specific, more to do with "muscling in" and "taking". In fact "taker" would be a decent equivalent in many instances. However, here, in this specific case (i.e., the phenomenon of acting like a "gandalla"), you can't really get the idea across using "taker" either, which is why I suggested "queue jumping", because that's precisely what the text is talking about in this instance.

Of course, if you wanted a more generic option, you could certainly just use "abuse" here, but it's definitely more ambiguous than the source text, whereas "queue jumping" isn't, e.g.:

That apart, gandallismo is an unusual Spanish word that is missing from my++SPA/ ENG dictionaries - though in Langenscheidt SPA / DEU as meaning dishonesty, so deserves a mealy-mouthed English equivalent cf. gerrymandering in US American poltiical speak of rigging electoral boundaries.
