I understand the idea, something conceded in negotiation, but is there a more specific term in ENglish? (The context is a paper about a proposed tax reform on sugary drinks in Argentina):

Explanation:
Note Matt R's idea of bargaining and my selfsame, previous one - see the web ref.

On the strength of West's Mex-accented dictionary entry, I had doubts about conflating negociación, even in Mexico, with negociado meaning section of dept.

Ploy - not a dictionary-driven rendering of ploy, but within acceptable 'hostage-taking' *creative* parameters of such term, as stretched to in the USA - see the second example sentence.
