personagens enfeitadas com chapéus impossíveis e sinais (ou com sinais e chapéus impossíveis). Se quiser manter a ambiguidade substitua sinais por pintas. Tocado aqui não é um verbo, nem um substantivo, mas sim um adjectivo.
O contexto sugere ambiente carnavalesco e a leitura seria que as personagens (trata-se pois de uma representação) estão enfeitadas com sinais (muito provavelmente na cara) e chapéus impossíveis.
