Vote NO on Measure FD
Given California's history with devastating wildfires, we all want to support the good work of our firefighters.
But this tax is about the politicians, who have misused the money we are already paying in property taxes.
Instead of funding critical, high-priority needs including the Fire Department, the politicians are spending property tax revenue on everything else, endangering our firefighters.
We have had enough of this.
Property taxes are intended to fund property-related services, such as fire and police protection.
We are tired of politicians diverting money away from these important priorities, causing a crisis, and then demanding tax increases.
Measure FD is a FOREVER TAX that the Los Angeles Times called "sneaky."
It starts at $60 per 1,000 square feet of your home or business, then goes up every year by as much as 2%.
Increases the Cost of Living
This tax would increase the cost of housing and lead to higher prices as businesses passed the cost down to consumers.
Supermarket prices will go even higher.
Many Seniors and Renters Will Pay this Tax
This tax DOES NOT exempt all seniors.
Politicians have attempted to increase your property taxes over and over.
Enough.
This tax DOES NOT exempt all renters.
L.A.
County's rent control law allows some landlords to pass this cost through to tenants.
The politicians have let us down by failing to plan for replacement of Fire Department equipment, even as rising property values have brought in record-high property tax revenue.
The money has been misspent, and there are no guarantees in this measure that your tax dollars will be used effectively and efficiently.
This is a shameless attempt to erode Proposition 13 and increase your property taxes.
Vote NO on Measure FD.

3/4% TRANSACTIONS AND USE (SALES) TAX
On December 5, 2019, the City Council unanimously voted to place Measure "AA" on the March 3, 2020 special municipal election ballot.
If approved by a majority of Artesia voters, this Measure would authorize a three-quarters percent (3/4%) retail transactions and use (sales) tax within the City of Artesia.
A 3/4% rate equates to an extra 75¢ per $100 purchased.
It is estimated that Measure "AA" will provide an additional $2,200,000 in annual local funding for general City services such as public safety, parks and recreation services, and maintaining public infrastructure such as streets, sidewalks, parks and facilities.
This tax would be a "general tax," meaning that revenues raised from the tax would go into the City's general fund to pay for any lawful City program, improvement, or service.
California Revenue and Taxation Code section 7285.9 authorizes the City to levy a general transactions and use/sales tax at a rate of three-quarters percent (3/4%) so long as the tax is approved by at least two-thirds (2/3) of all members of the City Council and a majority of the voters voting in an election on that issue.
If approved, the tax would become operative on October 1, 2020.
Measure "AA" would remain in effect until ended by Artesia voters voting at a subsequent election.
The tax would be paid in addition to current sales taxes and would be collected at the same time and in the same manner as existing sales taxes.
All revenues raised by the tax would remain in the City and would not be shared with the State, County or any other agency.
Measure "AA" requires annual independent audits to verify that tax revenues are collected, managed and expended in accordance with its terms.
By placing Measure "AA" on the ballot, the City complies with Article XIIIC of the California Constitution (Proposition 218), which requires a majority of the voters to approve an ordinance which establishes a general tax.
A "yes" vote on Measure "AA" will authorize the 3/4% transactions and use (sales) tax.
A "no" vote on Measure "AA" will not authorize the 3/4% transactions and use (sales) tax.
If Measure "AA" is not approved, the General Fund will not receive the sales tax revenues identified in the Measure.
The City Council will then have to decide, as part of the budgeting process, whether other revenues are available to pay for City programs and services, or whether City programs and services will have to be reduced.

FACT:
Measure FD funds are dedicated to hiring and training local firefighter/paramedics, and replacing outdated firefighter safety gear, communication tools and lifesaving rescue equipment needed in medical emergencies, house fires and wildfires.

By law, funds cannot be touched by the State or diverted to any other purpose.

FACT:
This measure will not affect supermarket prices.
It will ensure rapid response to heart attacks, strokes, car accidents, structure fires and wildfires.
FACT:
LA County Fire has not asked voters for new funding since 1997.
Since then, medical emergencies have doubled in frequency, extreme wildfires have become normal, and outside help from other fire departments is no longer reliable.
FACT:
LA County Fire's budget is completely separate from Los Angeles County's.
There is no other source of funding to meet these needs.
FACT:
Firefighters and paramedics plead for your YES vote on Measure FD because rising numbers of 911 calls, medical emergencies and stronger wildfires are straining our local firefighter/paramedics to the breaking point.
In the words of one first responder:
"Measure FD is our 911 call."
When wildfires threaten our homes and businesses, firefighter/paramedics rush to protect us.
When a loved one suffers an accident or medical injury, they're first to the scene.
Now, they're asking for our help.
That's why neighbors, homeowners, businesses, Republicans, Democrats and thousands of others are standing with the men and women of our Fire Department.

Source text - English ARGUMENT IN FAVOR OF BALLOT MEASURE AA
Vote Yes on Measure "AA" to provide more public safety, parks and recreation services, build and maintain streets, sidewalks, parks and facilities.
The sales tax in Los Angeles County is a cumulative 9.5%, of this amount, the City of Artesia receives less than 1%.
The Artesia City Council unanimously voted to place Measure "AA" on the ballot to give voters the opportunity to keep local funds in the City.
A Yes vote on this Measure will create a local 3/4% retail transaction and use (sales) tax within the City of Artesia.
A 3/4% rate is equal to an extra 75¢ per $100 purchased.
It is estimated that Measure "AA" will provide an additional $2,200,000 in new revenue each year to the City.
A benefit of a local sales tax, as opposed to other types of taxes, is that the burden to pay the tax is shared by visitors and residents.
Several cities which surround Artesia are asking voters to consider similar local sales tax measures and if they are approved, those sales taxes may affect Artesia residents without any added benefit to the City.
A Yes vote would mean more revenue will be available to fund general City operations and services, including more funding for public safety, new parks and recreation services, and maintaining public infrastructure such as streets, sidewalks, parks and facilities.
If Measure "AA" is not approved, the City will not receive the additional $2,200,000 each year.
The City Council will then have to decide whether or not other revenues are available to pay for City Programs and services, or whether City programs and services will have to be reduced.
The Council's goal is to expand, not reduce, services.
Please join the City Council in voting Yes on Measure "AA" to create new revenue to fund City services.

English to Japanese: CITY ATTORNEY'S IMPARTIAL ANALYSIS OF MEASURE BB General field: Social Sciences Detailed field: Government / Politics
Source text - English CITY ATTORNEY'S IMPARTIAL ANALYSIS OF MEASURE BB
The City of Artesia ("City") currently imposes a transient occupancy tax ("TOT"), also generally known as a "hotel" tax, at the rate of twelve and one-half percent (12.5%) of rent paid in order to occupy a room or space in a hotel or similar lodging (referred to herein as a "hotel").
This TOT is imposed upon occupancy of a room or hotel space within the City, for dwelling, lodging, or sleeping purposes, for a period of thirty (30) consecutive days or less.
The TOT currently provides approximately $422,200.00 annually to the General Fund to pay for general City services and programs.
Measure "BB" was placed on the ballot by the Artesia City Council and, if approved by a majority of Artesia voters, will amend the Municipal Code to increase the maximum TOT rate from twelve and one-half percent (12.5%) to fifteen percent (15%) of the rent paid by guests in order to occupy a room or space in a hotel.
The tax rate set by Measure "BB" can be increased or decreased by the City Council, provided it does not exceed the voter-approved maximum rate.
It is anticipated that this rate increase will generate an additional $84,000.00 in new revenues.
Measure "BB" would also update the Code to clarify that the tax applies to the full rent paid by the hotel guest for occupancy, whether payment is made directly to a hotel operator or to a third-party "rental agent" for booking purposes (i.e., online travel companies and online short term rental companies).
Measure BB includes other technical updates to address block reservations, claiming a TOT tax exemption, and how to calculate days of taxable hotel occupancy.
Measure "BB" would be a "general tax".
All revenue from this tax would be deposited into the City's General Fund and could be used for general City operations and services, including public safety, parks and recreation services, and maintaining public infrastructure such as streets, sidewalks, parks and facilities.
Pursuant to State Law, a "general tax" requires approval by a majority of the City's voters voting at an election.
A "yes" vote on Measure "BB" will approve the TOT tax rate increase.
A "no" vote on Measure "BB" will not approve the TOT tax rate increase.
If Measure "BB" is not approved, the General Fund will not receive the TOT tax revenues identified in this Measure.
The City Council will then have to decide, as part of the budgeting process, whether or not other revenues are available to pay for City Programs and services, or whether City programs and services will have to be reduced.
