I don't at all understand what they mean hear by "penetración de financiamiento" (ojo: it's "en proporicón con su PBI". I was thinking "market penetration" of financing but how does that relate to the GDP? I am indeed confused so any help would be much appreciated!

La experiencia internacional demuestra que existe una correlación positiva en el abatimiento del rezago habitacional en países que han desarrollado más sofisticación en temas de financiamiento a la vivienda y con una mayor penetración de financiamiento a la vivienda en proporción con su PBI. Asimismo, países como Chile y México, con mercados de financiamiento a la vivienda de mediano y largo plazo desarrollados,presentan un menor riesgo de asentamientos informales derivado de la alta penetración de productos de financiamiento a la vivienda.

fianciamiento = lending 'Lending penetration' is a fairly common term.
Penetration as in market penetration.
Isn't that OK?

penetration of house(home) financing

I read it as being house financing (i.e. mortgage) being more developed and with higher penetration (measured as outstanding loans to GDP).

The economic idea is that countries where there i a functions mortgage market will, on average, have less backward housing

Spanish term (edited): (una mayor) penetración de financiamiento (a la vivienda)

The qualifiers of 'una mayor .. a la vivienda' - as in other answers - ought, perhaps, to be included in the equation.

PS until about 30 years ago in the UK investment, banking and legal sector, the term of 'financing' gave way to the trendier term of 'funding'.
