It does mean "factual", based on facts, but in this case I would lean towards "matter-of-fact".

It is not the purpose of the compiler to state his opinion on the resolutions, nor to provide a guide to how each **matter of fact /statement of fact** is resolved, but only to show the timely treatment that has been given in certain cases.

agree Michael Grabczan-Grabowski : "Matter-of-fact" is an adjective, such as in "matter-of-fact account" or "matter-of-fact tone." // Not an option I'd personally choose, but "matter of fact" can work too :-). There's more than one way to go about it. Thanks for the Lexico link.

Appear to be splitting hairs; however you want to word it! then, "statement of facts"; some seem to be so hung up on "noun" or "adjective" thing! https://www.lexico.com/definition/matter_of_fact (noun here, delete hyphens). Regards.
agree Toni Castano : Yes, Taña, "matter-of-fact" is also a noun and can work in this context too. Merriam Webster: matter of fact: a matter primarily involving proof or evidence rather than a question of law. // Yes, without hyphens.

factual issue

It refers to the factual issue of a case.

Here's how I would translate that sentence where that word appears, assuming the compilador is the same person who's writing the text:

"It is not this writer's intention to state his/her opinion on the decisions, nor to provide a guide on how each factual issue raised in the cases was resolved, but rather to merely show how certain cases were handled in an appropriate manner."

agree Toni Castano : I think it refers to "factual cases", actually. The Spanish is very badly worded. It should read: "de cómo se resuelve cada (caso) fáctico". Your opinion on "matter-of-fact" is wrong IMO.

Thanks, Toni. Taña and you are right when it comes to "matter of fact" without the hyphens, however I wouldn't personally use that option here. I initially thought of "factual cases," but I think "factual issues raised in..." flows better in the text.

The nominally plural verb can be resolved this way cf- Fallkonstellation = case scenario in DEU.

'In my Spanish-speaking country (fill in the blank space.....), this would not be ideal grammar or perfect syntax, but we all know what the lawyer was trying to say'.....
Example sentence:

and the fact that the absent agreement tribunal has no power to consolidate arbitrations arising from the same set of factsand the fact that the absent agreement tribunal has no power to consolidate arbitrations arising from the same set of facts.
