Regarding HEFC I am not sure what exactly means.
The college is in Britain and not in Greece.

prep = preparatory
prep School= is a School where they prepare students to pass qualifying exams for Higher Educational Institutions. It could be a very junior School, as well, that prepares children to go to a College, say.
