All the dictionaries I've checked say that the synthese as a noun means to summarize or would be from the English idea of to synthesize. Could he just be using this as another way of saying managing or supervising the building of a new hospital?

The confidence level applies to "consolidation". I find "civil hospital" problematic. It is not a UK term, but is used in some anglophone countries, so it depends where the hospital is.
