I won't call it 'financial and economic efficiency'. The term финансовая/экономическая эффективность in this context means 'cost effectiveness' only.
They want to analyze the monetary inputs and the desired outcome of the project, and hence, it'd be better to call it 'cost effectiveness'.

financial and economic feasibility means financial and economic capacity of the project owner to accomplish the project, whereas cost effectiveness analysis is the analysis for how much money the owner will invest in the project and how much outcome he will have from the project. If these terms are used separately, you may translate them depending on the context they are used in.
